Strange Website -- What's Up With This?

I just can't figure this out. I was searching on some dog information and came across this website -- it's nothing but pages of gibberish, with links to more pages of gibberish -- check out the listings in the right-hand column, it's more of the same. (It's not "lorem ipsum" placeholder text, it just looks like it's been pieced together sentence by sentence from other sites.) Some of it is definitely weirder than the rest. Titles don't go along with text, lots of apparently fake blog replies, photos are all random dog pictures, most of which appear to have been lifted from other sites. Of course there are lots of ads on the pages. Is that the whole reason for this site, and if so, is it kosher to do this? It does look like somebody went to a bit of work to put it together. If you back up the link to its source, it stems off of a site for a ballroom in Tulsa, OK (www.example.com) -- is this really part of their site (no links appear to get there from their website), or is somebody just leeching off of their webspace somehow? I'm just really puzzled about how stuff like this works, and who benefits from it. If it's just for making money off of ad clicks, it seems like a very devious way of doing it. It gets harder and harder to wade through useless information while searching for the real stuff as it is. This one just seem to be particularly egregious. If anyone can explain it to me, I'd sure appreciate it.
