Vermont and North Dakota have passed laws enabling hemp licensure. Both states are waiting for permission to grow hemp from the Drug Enforcement Agency (DEA). Currently, North Dakota representatives are pursuing legal measures to force DEA approval. Oregon has licensed industrial hemp as of August, 2009.Too bad "recreational" hemp has poor fibre quality (according to Wikipedia), or that surplus could be the start of a second surge of Hemp for Victory (wiki).
