I neglected to respond earlier to the claim that "there is no victim" that a few people were making. This doesn't even rise to the level of "specious." Being electrocuted is painful. Period. End of story. That she was able to travel a few days later has absolutely nothing to do with her having been a victim of the officer's aggression.
