So did he get better? Exonerated?
No, he was just displaced from #1 for a while by a music producer from Ohio. He quite recently got extradited back to Italy (where his prison camp was during the war), so it looks like he's back on top of the Google results again.

Anyone remember when the 'only 10 per day' policy went into effect? Because if it was in place when the users in the comment linked to by voidcontext above were signing up multiple accounts in a row, I think I'm retroactively pissed off.

Either you're wildly exaggerating or some posts were deleted: before today, the most recent obituary I was able to find in the archives was Tammy Faye Bakker's. That means there were 240 posts (and nine days) between then and Ingmar Bergman's obituary today.
Is this really a pressing problem?

I would expect that this is because this is when the admins are done with their jobs for the day and go to approve the anonymous questions that have been piling up throughout the day. Remember, "11 PM to 2 AM EST" is 8 PM to 11 PM PST.
