Declaring Next of Kin?

Is it possible to legally declare someone your next of kin or the equivalent? I know that you can make a will for estates, and medical care proxies and the like, but next of kin make decisions about funeral arrangements and other issues and I'm not sure how to go about covering all the miscellaneous bases out there. I'm in the US/NYS, gathering info before talking to a lawyer about specifics.

Print Service API

I'm looking for a printing company/service that has an API to send photos to, or other sort of commercial integration. Googling print/printer/photo API's turns up the wrong kind of printers. This is a small project but may get larger, and I can't do the printing myself but the rest I've got in hand. Anyone know of such a thing?

NYS Hospital Regulation

There's a commission in New York State that's going to force closure of a bunch of hospitals across the state, including a few in my area (Buffalo). They are also going to force a few private organizations to merge. What gives them the ability to dictate this sort of thing? Is it the threat of withholding funding? I've read many news articles on the closure recommendations, but have missed out on a good ultimate explanation.

How far to go to fix a car?

I need to fix up my brother's POS car to sell it. How much effort should I go to? My brother is moving out of state, and since my parents are also no longer in the area, it has fallen on me to sell the car and send the money on to my Dad. (My parents actually paid for the car.)

I see double. Help me see just one Sarah.

I'm trying to help someone fix her computer. She rebooted when her system got bogged down, and then when restarting, somehow logged into an account called Sarah.SARAH instead of just Sarah.

Command Line Video Editing?

I'm looking for a tool which will allow me to cut MPEG2's from the command line (or programmatically otherwise). Either Windows or Linux/BSD. I've looked through a bunch of programs found via Google, but none seem to work without their GUI's. Bonus if the MPEG2 streams are cut at the GOP marker or if it re-encodes the GOP's at the cuts. Otherwise it'll get messy. Free is preferred, but pay would be fine too as long as it works.

Kissing off floppies?

How do I get something other then a floppy drive to show up as the a: drive in Windows 2000? It could be a USB jump drive or a mapped drive, it doesn't matter so long as it's not a floppy. I have an old legacy application that only loads its data from a:, and it's driving me insane keeping stacks of floppies around.

Who was this band?

Help me remember a song, out around 1995 or 1996. It was by a rock band with a male singer. Haunting, sort of creepy voice. The thing I most remember was the music video. It featured a girl in her apartment, and a creepy/stalkerish but handsome guy going up the to her apartment. She answered the door, and then it ends up with a slow speed chase up to the roof, where I the music video ends in sort of a cliff hanger. It was a tall apartment building, with an elevator. The male singer was shown on screen in cut ins throughout the music video. I think the singer was shown to be in the elevator, but not interacting with the woman or her stalker. I can sort of remember one line of lyrics, sort of along the lines: I only sleep at night, surrounded by my lies. And for some reason I think the name of the band had the name of elements in it, but that might be totally spurious. Also, I think this was their only song that received much attention. Not much to go on, but who was it?

C is for Cookie, and H is for Help me make my cookies not suck.

What is wrong with my chocolate chip cookies? I make the recipe off the back of the chocolate chip bag, or from different cookbooks... it doesn't matter. Every time, they spread out too much and get too thin. It isn't pretty. They taste sort of OK, but what might I be missing?
