I've actually seen the footage for the first comic several times on Japanese TV. It's just as described - people singing Happy Birthday to this girl they've just dug out of the rubble and are trying to save.

Well I take all YouTube comments with a generous handful of salt to begin with.... however my experience is pretty much the same as donkeymon's - most people are not supportive of it at all and certainly don't feel that not being allowed to do it is destroying their culture.

"B-r-i-s-Science"

The point is - the "s" in Brisbane is pronounced more like a "z". It sounds more like "Brizbane", and the shortened forms such as Brissy sound more like "Brizzy".

So unless there is some other joke I'm not seeing here than the two "s"s in there, the author is just showing their cultural ignorance of another country by mentioning it.
