The circumcision one in particular strikes me as pretty far wide of the mark -- especially considering that the WHO just recommended circumcision because it significantly reduces the risk of contracting HIV.

From what I've heard, one of the problems with XDR TB carriers isn't that they are "disorderly", necessarily -- it's that they're uninformed. Part of the time, at least, people start feeling better after a couple months, stop the drug regimen...and then the bacterial troops rally.

if you read the court opinion (linked at the bottom of that page)...the decision is somewhat more understandable. the guy's story is spotty at best, and in court, he still wouldn't/couldn't name some of the people to fill gaps. that's sketchy. and a "plausible" story is not the same as a convincing one.
