How can "congratulations" be a description /and/ a message?

I'd never put only "question" here. I don't call my dog "Dog" or write out a check "for money Dollars". When I call 911 and request a firetruck, they don't call me back and speak the words "a firetruck" and hang up. Why is it normal to congratulate someone by saying "congratulations"?

Keep my lawn healthy, and dogs not dirty and smelly

Here in sunny Florida, my two large dogs tend to wear my back lawn down to the dirt. Is there a grass that recovers easily?

How do I know if my elected representatives are doing a good job?

How can I, a US citizen, be more informed about my lawmakers' decisions and whether they're doing a good job? I have an example that I wonder about intensely, today's Senate Intelligence Committee meeting.

Parking or forwarding my phone number, while living abroad

I know that phone numbers can be moved from carrier to carrier, but I'm moving outside the country for a while. Can I "park" my fantastic mobile number and reclaim it when I return?

Why is a color spectrum nicely represented as a circular wheel?

In the continuum of visible-light colors that makes a rainbow, we have red, orange, ... blue, indigo, and violet. But aestheticists tend to join the two ends together to make a "color wheel". They use this to predict pairs, trios, or quads of colors that are symmetrically placed in the wheel and therefore look nice or bad together. But, why does the continuum map to a circle at all?
