Sounds like mathowie already has something in the works but you probably wouldn't have to go through all the trouble of a throwaway account...
Say when you post an anon askme a 10 digit/letter code is generated and displayed on the next page. You can then use those 10 digits to follow up to that specific askme thread as anonymous. That way it isn't linked to someones account but prevents anybody except the poster from following up under the anonymous handle.
