Redirecting users by IP in Apache
The rewrite rules look fine to me although I've been working on Apache 2 for a while so there might be some 1.3 silliness going on.
I'd guess that the problem is that the REMOTE_ADDR is not the value you're expecting. Perhaps there's a proxy server in the way? An easy way to test would be to temporarily change the RewriteRule to read:
RewriteRule ^/(.*) http://test.foo.com/$1?%{REMOTE_ADDR} [R]
and load the page up in your favourite browser to see what happens.

I fixed a friend's errant Blackberry ball with some acetone and a cotton bud. Put a little acetone on the bud and hold it against the ball lightly. Spin the ball in all directions and you should soon feel the traction return.

I just came back from 2 months travelling around SE Asia.

My numbers are for the WorldCurrency Access Deposit Account:
0.63% on Euros.
1% currency conversion rate.
The -1.37% is the 0.63% interest less the 2% conversion. There's no AUD or NZD in there.

I've noticed that travelling domestically in the US, there seems to be very little restriction on what you bring on the plane. The size and weight is not checked, and as long as it fits overhead, you're fine.

I have a US Wii and I'm in the UK. Nintendo weren't interested in helping, so I had to return the gift game I received and continue to order from the US.
Installing the WiiKey is non-trivial and it usually done by people who want to download and play games they haven't paid for. Homebrew for the wii? A weak excuse to justify the free games.
Best is probably to sell it to someone who has a US Wii in Ireland.

As essexjan points out, there is NO public transport (cabs don't count, despite what Mayor Bloomberg asserts) on Christmas day so you'll need to stay local. As the listings in the Time Out guide is going to be expensive and quite possibly mediocre, I'd suggest walking around your local area and asking the independent restaurants if they'll be open. Ethnic is good and the Indian/Bangladeshi curry is the national food for good reason.

- Get the FreeDOS ISO and burn it to a CD
- Install the drive into a PC with a working CD-ROM. I usually make it the only drive because I'm paranoid
- Boot into the FreeDOS CD
- "format /s" the harddrive from FreeDOS
- Reboot without the FreeDOS CD to make sure that it's booting off the harddrive

Don't get so hung up on the phone being unlocked when you buy it. You're paying a premium for that, as the service provide knows that they won't be getting the call revenue.

If I can view a PDF in any way, I can convert it to a completely unrestricted format that I can change, print or re-distribute with no protection.

If you want older art, the National has a huge collection, but the Tate Modern is not what you want. The Tate Britain is wonderful if you like Turner (I do), but it sounds like you might be against going to see art in general?

Can you use mail() in PHP without creating an unsecure, open mail relay?
Good security practice is to disallow everything and explicitly allow the things you want. Do you really want your script to be generic? Surely you can restrict the sender? The recipient? The fewer options you give, the better. Don't overdesign.
Perhaps all you want to allow is a subject line and message body? And if so, do a regular expression check to verify that they only have valid ([\w\.\-]+ perhaps?) characters.

On the food side, many of the fantastic London restaurants have lunchtime prix fix menus that are very reasonable.
Not my thing, but a friend loves St John for the unusual meat parts.
