Kao=Face (or Person) Ani=Short form of "animation".

for the unwashed masses, Kao-ani graphics are animated images of small faces or cute little animals that are extremely popular on Japanese blogs and personal sites.

It is fascinating to me to see more and more Japanese culture (usually it is sub-culture) be absorbed into the world via the web.
