OK, I think I have this one figured out. 'Don't ask, don't tell' doesn't apply because Raz is a private contractor, probably for a Halliburton subsidiary. Raz is, um, 'interrogating' an enemy combatant caught spiking Hamid Karzi's bowl of dates with poison.

If you turn the gardenhose on Raz, the terrorists win.
