Obama proposes Indefinite Preventive Detention without trial

Meet the new boss, worse than the old boss? In a stunning speech today - both for its poetry and prose, and for its content - Obama announced that his administration was looking to develop a legal framework to allow people to be incarcerated indefinitely not for what they have done, but what they might plan on doing.
It certainly is a step away from the "hide-it-from-the-public's eyes" policies of the previous administration, but is it a step in the right direction?
