Frankly it's far more likely that these documents were forgeries being used to execute some kind of fraud.

I often carry $135bn in tinfoil notes, in case these kinds of things happen. If they get really bad, I can always enter the millinery business.

hardly. Hartford gets 3.4 billion in TARP Funds to sell stock.

The same money can't be in two places at the same time. Plus, they wouldn't be in Treasury bonds.
