Europe finally has a president. And a foreign policy chief. As predicted, the little-known Flemish Christian Democrat Herman Van Rompuy (vɑn rɔmpœy, in case you were wondering) took the presidency, thanks to backing from Sarko and Merkel. Baroness Ashton, another relative unknown was chosen for the post of High Representative for Foreign Affairs, to provide a centre-left counterpoint to the centre-right President, when Merkel balked at the alternative, (an Italian ex-communist who has expressed pro-Palestine leanings). So following the ratification of the Lisbon Treaty which paved the way for these appointments, Europe has chosen low-profile, quietly diligent and relatively inexperienced leaders, over the more controversial alternative. It doesn't look good for Turkey's chances of joining the EU, at least.

Former South Korean president Roh Moo-hyun committed suicide on May 23. The former president jumped from a cliff in his hometown, where he had retired to. A country mourns (video and articles 1, 2), and clashes (more, WSJ), over the legacy of the former human rights attorney who fought for the rights of student protesters and against the corrupt presidencies of the 80s, had his presidency saved by protests and activism in the electronic age, and at the end of his life found himself being investigated for bribery. Roh practiced law, during the corrupt governments of former presidents Chun Doo-hwan (see also Gwangju Massacre) and Roh Tae-woo. He set up his platform as being part of a new era of clean and open politics (video of an ad Roh ran during his campaign, where he plays upon the theme of being for the people and against corruption of the old by singing the famed protest song "Sang Rok Su." The ad says that "the people are the president," and talks about how much Roh is indebted to the public who supported him in hardship, like when he didn't have money to run, and there were people who sent him their piggy banks. His campaign line is drawn as being a new president for a new Korea), and broke from his Millenium Democratic party to start the Yullin Uri Dang (“Our Open Party”), even though his political career was continuously plagued with accusations of incompetence and corruption of those around him. In 2004, Roh’s support for the Uri Party created an opportunity for the opposition party to vote to impeach him on charges of electioneering and incompetence. However, the impeachment also created an opportunity for a new chapter in Korean civic behavior, showing the potential of the fully-wired constituency of Korea as many supporters gathered online to voice their dissension and spread the message while organizing protests (video showing actor Moon Sung-geun giving a speech to protesters where he says the government "sees the people only as bugs" and asks for people to keep fighting against "the final gasp" of corruption, that the Korean people "have fought for with their lives" until now) and candlelight vigils. Videos and images spread of those in the assembly who supported Roh attempting to physically block the impeachment. spread online, and images of an assemblywoman dragged from her seat (4:58 in the video), as well as the triumphant looks of those of the Han Nara party, especially the grinning face of Park Geun-hye (5:37 in the video, daughter of former president Park Chung-hee, which made her involvement in the impeachment even more open to negative interpretation for those who found it undemocratic) further cast the opposition in a bad light when compared to images of Roh's despairing supporters who attempted stop proceedings even until the last minute by throwing objects (during the struggle, one politician even declares "I'm photographing all of this with my phone!"). In one of the more violent incidents, a man crashed his car into the National Assembly and set it on fire in protest. On May 14, 2004, the impeachment decision was overturned and Roh was reinstated as President. He eventually retired to his hometown of Bongha Village, however, political scandal followed him even after he left office. An investigation revealed that records were missing, in particular, several terabytes worth of records disappeared before incoming president Lee Myung-bak took office. Roh eventually returned the missing records, and the scandal went away, but in early 2009, bribery allegations were brought up. On May 23, 2009, Roh took a lone body guard with him on a hike to Owl’s Rock in his home village, where he fell. He sustained injuries that sent him to a hospital in Busan, where he died. Many gathered around Bongha Village, which became a tourist spot after the president broke tradition to retire there, to pay their respects to the former president, even some major websites have taken on grayscale coloring to show their respects. And Kim Jong-il (the two previously met) sent his condolences.

That is also under dispute by the nations best brains. For better and worse, the story of the Presidency is the story of America.

U.S. Presidents have had an uneven relationship with technology. The Clinton Presidential Library has more than 40 million White House emails on record (but only two are from the man himself). The Bush Administration, on the other hand, junked the Clinton archival process and replaced it with a comically inept alternative that has lost more than five million messages, many concerning official government business. (President Bush, for his part, gave up his longtime address -- G94b@aol.com -- just before his inauguration). Even the Reagan White House had its share of problems with the digital age. Now, as tech-savvy Barack Obama prepares to implement his technology plans, does he have a shot at dragging the Oval Office into the 21st century? Or will he have to surrender his laptop, his email account, and his beloved Blackberry?

Jane Meyer of The New Yorker explains how John McCain came to pick Sarah Palin Jane Meyer offers a fascinating account of the mating ritual performed between Palin and Republican elite in the year leading up to the general election. Excerpts: ``From the start of her political career, Palin has positioned herself as an insurgent intent on dislodging entrenched interests. In 1996, a campaign pamphlet for her first mayoral run—recently obtained by The New Republic—strikes the same note of populist resentment that Palin did at the Convention: “I’m tired of ‘business as usual’ in this town, and of the ‘Good Ol’ Boys’ network that runs the show here.” Yet Palin has routinely turned to members of Washington’s Old Guard for help. After she became the mayor of Wasilla, Palin oversaw the hiring of a law firm to represent the town’s interests in Washington, D.C. The Wasilla account was handled by Steven Silver, a Washington-area lobbyist who had been the chief of staff to Alaska’s long-serving Republican senator Ted Stevens, who was indicted in July on charges of accepting illegal gifts and is now standing trial. (Silver declined to discuss his ties to Palin.) As the Washington Post reported, Silver’s efforts in the capital helped Wasilla, a town of sixty-seven hundred residents, secure twenty-seven million dollars in federal earmarks. During this election season, however, Palin has presented herself as more abstemious, saying, “I’ve championed reform to end the abuses of earmark spending by Congress.” ``In February, 2007, Adam Brickley gave himself a mission: he began searching for a running mate for McCain who could halt the momentum of the Democrats. Brickley, a self-described “obsessive” political junkie who recently graduated from the University of Colorado at Colorado Springs, told me that he began by “randomly searching Wikipedia and election sites for Republican women.”... ``By the spring, the McCain campaign had reportedly sent scouts to Alaska to start vetting Palin as a possible running mate. A week or so before McCain named her, however, sources close to the campaign say, McCain was intent on naming his fellow-senator Joe Lieberman, an independent, who left the Democratic Party in 2006. David Keene, the chairman of the American Conservative Union, who is close to a number of McCain’s top aides, told me that “McCain and Lindsey Graham”—the South Carolina senator, who has been McCain’s closest campaign companion—“really wanted Joe.” But Keene believed that “McCain was scared off” in the final days, after warnings from his advisers that choosing Lieberman would ignite a contentious floor fight at the Convention, as social conservatives revolted against Lieberman for being, among other things, pro-choice. ``“They took it away from him,” a longtime friend of McCain—who asked not to be identified, since the campaign has declined to discuss its selection process—said of the advisers. “He was furious. He was pissed. It wasn’t what he wanted.” Another friend disputed this, characterizing McCain’s mood as one of “understanding resignation.” ''

Last year, as McCain's campaign seemed stumbling into the grave, it applied for federal matching funds for the primary season. After Super Tuesday, McCain withdrew from the system. Or did he? If he didn't, he's capped at $54 million to spend till September -- and he's already spent $50 million of it. Former FEC Chairman Brad Smith tells, in bravura detail, the whole whirling story. (via Election Law Blog) McCain attempted to withdraw not having received any matching funds. Receiving any funds would have locked him into the system. He did, however, obtain a loan in December 2007 which pledged as collateral -- not the federal matching funds he had already qualified for, as that would legally lock him into the system -- federal matching funds which he would receive as a result of pledging, in the loan documents, to reenter the matching funds system if he dropped out of it in December and subsequently did poorly in New Hampshire! Now there's a question of whether he can actually withdraw or not. Meanwhile, the FEC lacks a quorum to make a ruling, and Obama put a hold on nominees who might have given it a quorum. And there are other complications, like how entering the matching system might have put McCain on the Ohio ballot at minimal expense. Brad Smith's conclusion: the law is way too complicated.
