Crimes of Necessity On Oct. 14 2008 the B.C. Supreme Court handed down a landmark decision declaring that, due to the lack of adequate homeless shelters, it was unconstitutional for the City of Victoria to prevent homeless individuals from erecting temporary structures for protection from the elements. The ruling culminates a multi-year campaign by David Arthur Johnston to establish the "right to sleep". As the decision is based on an interpretation of Canada's Charter of Rights and Freedoms, the ruling applies to every municipality in Canada. In the wake of the decision, Victoria City Council passed a resolution which stipulates that such shelters must be removed by 7:00 each morning. In the 19th century, English author Favell Mortimer wrote several books describing various countries to children. Apparently she didn't travel much. Favell Mortimer also wrote "The peep of day, or, A series of the earliest religious instruction the infant mind is capable of receiving" and "Reading without tears", a childrens' orthography primer. The tradition of the Regimental Goat extends as far back as 1775 and the Battle of Bunker Hill, if not earlier. Canada's own Batisse IX is said to be a direct descendant of Tibetan goats presented by the Shah of Persia to Queen Victoria in 1884. Ask any regimental goat and they will tell you they are well respected, but military discipline can be severe when the regimental goat steps out of line.
