Surely not the Republican White House, determined to rush out a new Osama bin Laden video even if it burns an intelligence connection spying on Al Qaeda that has been carefully cultivated for years.

Elizabeth Drew analyzes the current confrontation between the White House and Congress over continued funding for the Iraq war. Under Nancy Pelosi's leadership, Congress has reached an agreement to pass a bill which approves $124 billion in funding for the war, but sets a timetable for withdrawal. Following the passage of the Senate bill in March, Bush gave a more-than-normally petulant speech against the Democratic proposals—prompting Pelosi, like a mother scolding a teenager, to urge Bush to "calm down with the threats" and to "take a deep breath." This was the first public suggestion by a prominent elected figure that the President lacks maturity—a widely held view in Washington.

Invoking "high crimes and misdemeanors," Wisconsin Senator Russ Feingold introduces a motion to censure [PDF link] President Bush for his controversial, legally dubious NSA wiretapping program. Feingold declares: "The President must be held accountable for authorizing a program that clearly violates the law." 'The committee is, to put it bluntly, basically under the control of the White House," said Jay Rockefeller, vice-president of the Senate Intelligence Committee, after the committee quashed a broad inquiry into the legality of the NSA spying on Americans -- despite an increasing number of legal scholars coming forward and declaring that the program is "blatantly illegal," in the words of Yale Law School dean Harold Koh. Meanwhile, the GOP proposes giving spying on Americans the "force of law" while subjecting it to "rigorous oversight."

Who Is Lying About Iraq? A (thorough) editorial from Commentary Magazine by Norman Podhoretz examining the case for war, the allegations of Bush administration deceit, the yellowcake incident, Democratic party claims and backtracking, and Plamegate. Obviously partisan, obviously biased, but I've never seen such a clearly laid out rebuttal with citations of many of the allegations made against the Bush administration with respect to Iraq.

Bush administration fights to legalize torture. Secret arrests by mysterious people in private jets, as documented by Swedish television and Seymour Hersh. It's called extraordinary rendition -- the outsourcing of torture on unconvicted -- and often innocent -- individuals. The American Bar Association is strongly against it, and the Democrats are trying to pass legislation to ban it -- apparently international treaties against torture aren't enough anymore.

I had trouble sleeping Saturday night because of a CNN story suggesting that "increased level of chatter and activity" indicated that "another al Qaeda terrorist operation could be in the works." The "warnings" have been coming ever since: Cheney said Sunday that future attacks were "almost a certainty" and FBI director Robert Mueller stated "we will not be able to stop it", with Ridge and Rumsfeld spinning similar tales today. Is there a new threat? Ridge hasn't changed the nation's security alert from "yellow," and AP reported today that "a top White House aide said last week's criticism prompted a two-pronged political response: Bush accused Democrats of playing politics with the issue as his advisers reminded voters that America is still a target."

"In a series of TV and radio ads in each of five states hosting top Senate contests, President Bush utters the tag line to a narrated paragraph slamming the Democratic senator of that state for being partisan during a time of national duress."
