Conceptual art collective, and part-time unemployment agency, Workforce Central Florida recently began the "Cape-a-bility Challenge" that has been taking some flack for spending $73,000 giving 6000 red capes (costing $14,000 for the capes alone) to the unemployed in their battle against the verbosely named existential super-villian Dr. Evil Unemployment.
