In 1993, a series of
racist incidents plagued Billings, Montana. When a brick was thrown through 5 year old Issac Schnitzer's menorah-decorated window, the predominantly non-Jewish city responded in a remarkable way: the local paper printed thousands of
menorahs, and people displayed them in their windows as a gesture of solidarity. Since then, the story has inspired
a book,
a play, a song and a
movement.

Federal officials this morning
erected a white tent over the grave of Emmett Till in
Alsip, Ill.,
in preparation to exhume the body to shed light on the
Chicago teenager's death 50 years ago.
Till, 14 years old at the time,
was killed in a hate crime in Money, Miss., that

Recently released FBI hate-crime statistics for 1999 show that - as many have feared - enforcement of hate-crime laws is skewed against blacks. Of racially-motivated where the offenders race is known, blacks make up 20% of the reported incidents despite representing only 13% of the population as a whole.

The obvious next step has been taken: An Oregon state senator
introduces a bill that will expand the definition of hate crimes to include ecoterrorism and illegal actions motivated by anticapitalism. Block a street, go to jail?

Canadian hate crime laws are trying to be applied to filmmakers. Sure they made
fake snuff films and there are no victims. So far they have them on an obscenity charge and I thought we had free speech problems.
