The Oil Spot Strategy

What is the "Oil Spot Strategy", and is the U.S. following it in Iraq? Scholars, pundits [reg. required] and politicians have been calling for a strategy in Iraq based on the one the British used during the Malayan Emergency for awhile now. France provided Iraq with aircraft to launch AMDs [arms of mass destruction]

France provided Iraq with aircraft to launch AMDs [arms of mass destruction] And they gave me (I bought it) the Renault Dauphine! Looks like the U.S. is not the only country that our home boys can complain about as far as foreign policy matters.
