The decision to begin deploying a national missile defense, which has been criticized by Russia and China, follows &lt;b&gt;North Korea&apos;s announcement this month that it will proceed with a controversial program to develop nuclear weapons&lt;/b&gt;. Is the sky actually falling?  </description>
