A frontrunner, way ahead, would naturally turn down this &quot;invitation,&quot; but at this point, Bush is not way ahead, and to turn down debates  would give Kerry a fine focus to play over and over in ads and speeches. How will Bush (ie Rove) react to this challenge? (go on tour of duty with National Guard perhaps.)  </description>
