This morning marked day two of marathon proceedings in what's likely the most momentous and politically-charged Supreme Court case since Bush v. Gore: the effort to strike down President Obama's landmark health care reform law. While yesterday was a sleepy affair of obscure technical debate, today's hearings targeted the heart of the law -- the individual mandate that requires most Americans to purchase insurance by 2014. With lower courts delivering a split decision before today, administration lawyers held some hope that at least one conservative justice could be persuaded to uphold the provision, which amortizes the risk that makes universal coverage possible. But after a day of deeply skeptical questioning by swing justice Anthony Kennedy and his fellow conservatives [transcript - audio], the mandate looks to be in grave trouble, with CNN legal analyst Jeffrey Toobin going as far as calling the day "a train wreck" for the administration. But it's far from a done deal, with a third day of hearings tomorrow and a final decision not expected until June.

The Health Insurance Marketplace Modernization and Affordability Act (S. 1955) has passed out of committee and is now slated for a floor vote. The bill is ostensibly designed to save small employers money and extend health insurance options to employees who hadn’t had them. What it is actually likely to do is end basic health insurance coverage for women (and diabetics); birth control, regularly taken prescriptions, cancer screenings, maternity care, and more. Women in every state will lose benefits. S. 1955 would allow insurance plans to ignore important state laws that protect patients, directly affecting more than 90 million Americans. [more inside]

Political Fratricide: The GOP is reportedly [+] proposing $15 billion of cuts — or is it $25? — in veterans' benefits between now and 2007, and groups like the Veterans Against the Iraq War are hopping mad. Hell, I imagine the pro-war wing is pretty peeved, too. It's part of a plan with delusions of grandeur to deliver massive tax cuts AND kill the deficit ... you know, the one that did not exist before W was elected, as I understand it ... in six years. The original tip is from Stand Down. The actual status of the cuts is nebulous at this point, however, with the SF Chron reporting that they will likely fail in the Senate as the tax cut is halved and others reporting that the die is not yet cast.
