"There is no excuse for superior authority not choosing the most suitable agents for particular duties, and not removing unsuitable agents from particular duties." With all the talk of empires and resignations, a reflection to history turns up a remarkable story about an already remarkable man:

A tense time in British India came to a head when General Reginald Dyer's brigade opened fire on an unarmed crowd assembled in Amritsar with machine guns, killing 379 and wounding over 1500. Command wanted to relieve him of duty, but patriotic (and imperialist) fervor at home led to a parliamentary debate which was expected to repudiate this decision and honor him. Enter War Secretary Winston Churchill who defended the Government so eloquently that the minds and hearts of the entire deliberative body were turned.

Among the closely held internal judgments of the Iraq Survey Group, overseen by David Kay as special representative of CIA Director George J. Tenet, are that Iraq's nuclear weapons scientists did no significant arms-related work after 1991, that facilities with suspicious new construction proved benign, and that equipment of potential use to a nuclear program remained under seal or in civilian industrial use.

So in regards to Iraq's possession of the one weapon we can be certain causes mass destruction: the atomic bomb, as Gregg Easterbrook put it, the verdict is the unsurprising (and unsurprisingly closely held) nope, not, zero, zip, nada...

Former N. Korean Nuclear Contractors are "pretty sure that at some point Don was involved," since it was not unusual to seek help from board members "when we needed contacts with the U.S. government." An article in yesterday's Fortune mentions and quotes a number of former employees/contractors for a Swiss engineering firm -- headed by Donald Rumsfeld at the time that Pyongyang began getting its nuke on. Nevertheless, Today Rumsfeld, riding high after the Iraq war, is reportedly discussing a plan for "regime change" in North Korea. But his silence about the nuclear reactors raises questions about what he did--or didn't do--as an ABB director. unsurprisingly, the media is not exactly all over this.

Military use of Gas
Top US military planners are preparing for the US to use incapacitating biochemical weapons in an invasion of Iraq. Secretary of Defense Donald Rumsfeld and Gen. Richard Myers, Chairman of the Joint Chiefs of Staff, revealed the plans in February 5th testimony before the US House Armed Services Committee. This is the first official US acknowledgement that it may use (bio)chemical weapons in its crusade to rid other countries of such weapons.

Would someone explain to me again why we're attacking Iraq? Was it something about use and/or possession of chemical weapons?

Rumsfeld's comment about the draft has caused a stir. The Hispanic Caucus is upset and they're the new major minority (an oxymoron?). It has also riled the feathers of the Vietnam Veterans of America. If you Google "Rumsfeld draft" there are the two links above but the only article in a major newspaper is The Moscow Times. Rumsfeld called his statement at a Pentagon press conference "not eloquently spoken". Is this a big story? Talk amongst yourselves.

"All this costs money. It costs more than we have." One year ago today, U.S. Defense Secretary Donald Rumsfeld warned of a "subtle and implacable" adversary whose "brutal consistency...stifles free thought...and places the lives of men and women in uniform at risk." It wasn't freedom's obvious foes; he was referring to waste in the Pentagon. The DOD uses so many different financial systems and interfaces it won't have auditable books for another five to 10 years. It still manually enters purchases made with electronic purchase cards. It fires whistleblowers who call attention to shady missile defense deals. And every year, it completely loses track of a quarter of the world's biggest military budget.

I had trouble sleeping Saturday night because of a CNN story suggesting that "increased level of chatter and activity" indicated that "another al Qaeda terrorist operation could be in the works." The "warnings" have been coming ever since: Cheney said Sunday that future attacks were "almost a certainty" and FBI director Robert Mueller stated "we will not be able to stop it", with Ridge and Rumsfeld spinning similar tales today. Is there a new threat? Ridge hasn't changed the nation's security alert from "yellow," and AP reported today that "a top White House aide said last week's criticism prompted a two-pronged political response: Bush accused Democrats of playing politics with the issue as his advisers reminded voters that America is still a target."
