This evening I had heard on radio that the White House claimed that only calls going in and out of the country might be monitored. But this early interview suggests that such calls were monitored previous to the "new" approach. Why were legal restraints put in place calling for judicial hearings? Because of spying abuse done under Nixon. Those restraints are now removed.
