A Canadian perspective on the Memphis Crisis Intervention Team model

The Walrus magazine looks into Toronto police shootings of the mentally ill and the Memphis Crisis Intervention Team model:

Memphis, one-quarter of Toronto’s size but with a homicide rate nine times higher, has developed a progressive approach to de-escalate high-tension confrontations, improve police attitudes toward those suffering from mental illness, and divert them from the criminal justice system. The Memphis Crisis Intervention Team model centres on dispatching specially trained beat cops to emergency calls as quickly as possible, and giving them the authority to take charge of the scene. That approach triggered a revolution in policing that has now been emulated in 2,700 jurisdictions across the US, including large urban centres such as Chicago and Los Angeles. A handful of Canadian cities, among them Hamilton and Vancouver, have also adopted the CIT model. While the TPS has not, senior officials claim that all of its 5,500 uniformed officers receive some training in how to handle mental illness, which makes the recent proliferation of shootings that much more perplexing.

On Dec 14th, Gene Rosen found six kids "sitting in a neat semicircle at the end of his driveway. He ran upstairs and grabbed an armful of stuffed animals. He gave those to the children, along with some fruit juice, and sat with them as the two boys described seeing their teacher being shot." Police Officer Shoots Self In the Foot

On January 19, 2011, a police officer was shot in front of El Camino High School in the LA Unified School District. First the school was locked down, then half the city, as police performed a car-by-car search for a white male in his 40's in a bomber jacket. Several people were detained. The intense manhunt lasted more than a day.

So, it turns out the police officer just kind of accidentally shot himself.

In related news, Adams County, CO DA is charging Scientology OT7 Rev. Rex Fowler, owner of Scientology-run Fowler Software with murder and attempted murder for shooting ex-partner Tommy Ciancio three times in the head as he attempted to collect his severance pay, then turning the gun on himself, firing one shot up through his chin. Authorities initially believed Fowler was the victim based on witness testimony, but forensics showed that Ciancio could not have fired the three shots that killed him.

Suit filed over school shooting

One year ago this week Lawrence King an openly gay middle-schooler in Oxnard, CA was murdered by a fellow student. In the midst of discussion of the legacy of this tragedy and remembrances of Larry his parents have filed a wrongful death suit. The lawsuit names several defendants including, Casa Pacifica, a youth shelter Larry where lived at the time of his death, the Ventura Rainbow Coalition, and the school in which the shooting occurred. The lawsuit's main contention is that each of these groups are responsible for Larry's death because they "failed to urge the effeminate teen to tone down flamboyant behavior."

School Shootings - not just a U.S. problem

At least eight people are dead in a shooting at a school in Finland. Apparently some are blaming Youtube, as the killer posted some videos of himself shortly before the attack. How to get inside the mind of kids who do these terrible things? Are they just "bad seeds" or are these killers created? Clearly marginalization and alienation play a role. Many would-be -killers seem to share these fantasies of grandiose mass spectacles , many psychologists think are inspired by their immersion in violent video games and movies. There's still controversy over the idea that watching violent TV/video games/etc can make kids more aggressive, and if that translates to violent behavior. I'm curious how often nationalist and racist rhetoric is also often deployed by these kids and wonder why that is: The Finland shooter, Auvinen called himself a "social Darwinist" who would "eliminate all who I see unfit".

Nasa shooting

Just days after the Virgina Tech massacre and subsequent discussions on the pros and cons of gun control, a NASA contract engineer shot his coworker today on charges that his performance review was bad. A woman was held hostage by being tied to a chair during this episode. He brought the gun to work after printing out his performance review. NASA intends to increase security even as increased campus security is being discussed. How do we prevent more such shootings, asks the president.

Senior Airman Elio Carrion, 21, had been riding as a passenger in a Corvette that was involved in a brief, high-speed chase with the deputy that reached speeds of 100 mph before the Corvette crashed into a fence, authorities said. The videotape, shot by Chino resident Jose Luis Valdes, shows Carrion sprawled on the ground and repeatedly telling the deputy, "I'm on your side." The deputy then seems to shout, "Get up!" after which Carrion appears to lean forward. "I'm going to get up, all right?" he says. The deputy then fires his gun three or four times from about five feet away. "Shut … up, you don't get up …!" he shouts. Moaning in pain, Carrion responds: "You told me to get up." The deputy then radioed in to dispatch that shots had been fired. [LA Times]

Man shot and killed after viewing of "Get Rich or Die Tryin'" yesterday at Loews theatre in Pittsburgh. "Get Rich or Die Tryin'" is the title of the new movie by rapper 50 cent, who appeared on ABC's "The View" this morning- 50 Cent says he is sorry for the loss of life, but neither he or his movie is responsible. This isn't the first time that this theatre has had trouble; last Christmas a mob of unruly teenagers overran the theatre. Loews has since pulled the movie from its theatres nationwide, and will do so until the investigation is complete, which may be awhile- in the extremely crowded theatre nobody saw the attackers leaving.

"initial claims have all turned out to be false"

Update on the killing of the innocent Brazilian man by London police at Stockwell station. A special report by the Observer reveals some of the key elements emerging from the ongoing investigation by the Independent Police Complaints Commission. Jean Charles de Menezes "wasn't wearing a heavy jacket. He used his card to get into the station. He didn't vault the barrier. And now police say there are no CCTV pictures to reveal the truth." So now the inquiry will have to rely exclusively on eyewitnesses accounts. It appears the man they saw vaulting the barrier was one of the armed officers in plain clothes, while de Menezes "simply walked towards the platform unchallenged". The plainclothes armed unit that shot de Menezes was not the same team that had been following him from his London flat: "there was a delay in calling an armed team to arrest de Menezes, which meant he had already entered the station by the time the officers arrived". Also, it appears that once inside the station, the armed officers had no radio contact with police on the outside. As new details emerge, more questions remain unanswered.

Everything you thought you knew about Jean Charles de Menendez is wrong. There was no bulky fleece jacket. He didn't leap the barrier at the Tube station. He was shot seven times, not five. Is there anything in the original police reports which the Metropolitan police still considers to be "substantiated"?
