Invoking "high crimes and misdemeanors," Wisconsin Senator Russ Feingold introduces a motion to censure [PDF link] President Bush for his controversial, legally dubious NSA wiretapping program. Feingold declares: "The President must be held accountable for authorizing a program that clearly violates the law."
