Japan World Cup. It's in Japanese, but if you don't understand a word of what's going on here, but just click on random stuff until the race starts.
I was going to cheer for the panda bear until I saw the oil drum horse.

I bet on the girl to win with the number 1 horse coming in second (I think). This is what happened. Did I control this or am I just that good at picking horse races?

Well, so far I've gotten 6-1, 2-1, and 7-4. I haven't won. It does appear to be random-ish.

I managed to catch the name of the girl, "Pink Pheremone," and the mini-Australian, "Pee-pee Donut." I think that alone is worth the price of admission.

I think I came across this somewhere else late late at night a few nights ago and decided that it was a dream . . glad to see it's real! The two dudes doing a cossack kick-dance on the horse's back are my favorites, followed closely by the head-banging giraffe and the sideways Charleston horse.
If you search the related videos there's a ton more . . . if you feel you need that sort of thing.

I have no Japanese, and am unable to get the thing to start. Just click around . . . but there are many options at each stage. Could someone who has got there please post more detailed instructions?

When the application first loads, a movie plays. There is a skip button in the lower left if you're not interested.
Then an information screen appears, along with a floating, flashing button labeled

There are three types of bets from left to right respectively, win, quinella, and exatca. A win bet is obviously a bet on which horse will win the race. In a quinella, you bet on two horses and win if they cross the finish line first and second regardless of the order. In an exacta you bet on two horses, and win if they cross in the order you have selected. Click the number of the horse you want to select, or use the

Reminds me a bit of the "Royal Ascot", "Camel Race" and "Chariot Race" from various Las Vegas casinos, which appear to be no more. (The "Camel Race" has been absent from the Luxor for at least a year)
They're basically mechanically-driven horses/camels/chariots that you bet on the 1-2 finishers. It's loads of fun because it A: takes a long time to finish a race, B: costs as little as 25 cents to play, and C: is generally hilarious to watch. I'm guessing these three factors probably figured into the game's demise from Vegas.
Awesome way to spend your last 10 bucks on a Sunday morning, though.

A damnit! I just wrote a FPP for this... incredibly fun. There are a lot of videos on YouTube if you search for Japan World Cup 3, which are as fun as betting, imo.

Same here: I came across this via someone's mlkshk post and was amazed to find someone has posted, like, 70 of these, to Youtube... and I was just loving the absurd nature of the whole experience, and wanted to share.
It was much more difficult interacting with the posted link, but kinda fun once I clicked the right combination of buttons. I'm gonna go back to watching the races on youtube.
