The malls really are a major tourist attraction in Dubai. "This one has an indoor ski slope!" "Oh, well this new one has an hockey arena, and an aquarium, and a few thousand paper butterflies!"

I don't know. Dubai is more than just oil money - it's a destination for people all over the Middle East, it has a huge expat community working at tech firms, etc.
