There used to be a mailing list you could get on that told of all the new Internet sites (back when some of them were actually Gopher servers and some were Archie and at least one was WAIS), and it was easy to stay abreast of, like, the whole damn Internet.

This reminds me of that.

Without clicking any of the links, I have no idea what this is about.

Bravo! I've happily received The Scout Report weekly emails for about 7+ years.
neuron, it's a curated set of educational & topical links. It's always interesting and it's not too big. The Wisconsin Univ. library staff who compile the selection do a bloody excellent job and they are independent: they don't just regurgitate the latest hot links seen on reddit or mefi or whatever site du jour is offering.
I've always been an avid follower because they are tireless primary finders and vetters of the great quality material on the internet. It's only recently that they've acquired permalinks to each weekly edition (Eg.) I think.
(I know I wrote to them asking for permalinks a few times over the years: it's always been hard to sing their praises and hook others up with TSR without a bloody web address!)

wenestvedt, I've been getting the Scout report since last millennium, and I would be very surprised if it wasn't the list you were thinking of.
