This LA Times article goes into some of the details of the Bush/Harken SEC investigation. While it leaves a lot of questions unanswered, it's largely exculpatory.

So the bottom line for the SEC was that Harken stock didn't collapse; and the bottom line for us, generally, is that there was an unidentified buyer and the broker witness tried other large shareholders before Bush, who then took a couple of weeks to get back to him. That doesn't rule out collusion, but if there was any it was well buried in advance.
