Black Scorpion is an obscure action-crime TV series that aired on the Sci-Fi Channel in the early aughts. Michelle Lintel starred as the title character, who dressed up in a Catwoman-esque costume and fought crime on the streets of the fictional Angel City. Roger Corman, no stranger to B movies, initially created two Showtime Channel movies, Black Scorpion and Black Scorpion II: Aftershock, which then lead into the development of the television show. The series can be streamed in its entirety for free on ShoutFactoryTV's website.
(I've never watched the show, but I noticed it when I got back into streaming MST3K on ShoutFactoryTV's free online stream. I was inspired by MetaFilter's impromptu scorpion party today! My scant research on the show suggests that the title character has neither pedipalps nor a tail.)

I remember this being a thing, but I'm pretty sure I never caught an episode.

Re: motorbike, you might be mixing this up with the other early-2000s show about a superhero-adjacent character who wore a lot of black leather, Dark Angel. Jessica Alba definitely rode a lot of motorcycles in that one.
