Cariad Keigher: Twitch chat harassment remains unaddressed despite complaints and evidence of potential fraud - If you're a streamer on Twitch and are being harassed by someone in your chat, what can you do about it? I thought follower-only mode and banning users that are trolls dealt with the problem well.

Now, if you want those sorts of people around to increase your viewer count, that's a different issue.

The problem being that a person can create a new account, sub with a CC, get the shoutout/tts to say whatever hateful shit someone wants, and immediately take it back without any intervention from anybody. If someone decides to use TTS to spew hatred they should at least be charged $5 for the privilege and not allowed to take it back.

I recommend reading the article. E.g. its first example is how trolls use a Subscribe to get a shoutout and then cancel the Sub right afterward.

Even if your suggestions do help, it is still a platform problem if highly targeted groups can't grow their channel in the ways other streamers can because they have to lock down their chat, employ chat moderators, or take other additional steps to curtail harassment which the platform ignores just so they can participate. It is at very best a heavily-tilted playing field, and accounts and supporting links from the article lead me to believe the tools in place do not in fact deal with the problem well.
