Hooray! Oftel's press release and explanatory document make interesting reading:

the Director has obtained forecasts of increasing internet traffic as a result of the introduction of the unmetered services, including SurftTime. The forecasts, provided by BT and other operators, predict that such traffic will increase by at least 200% over the period from September 1999 to December 2000. By December 2000 BT expects that 50% of total internet traffic will be unmetered

And then BT were refused to sell on unmetered blocks to other operators! Talk about abuse of monopoly position. I can't wait until 2001 when they lose the final bits of their monopoly control.

Oh, other interesting point: Billing-related costs account for over 60% of your monthly charge. That could make for some useful competition against BT.
