There are some unofficial English translations around, such as this one. I can't vouch for their accuracy, but based on the YouTube auto-translate and press reporting around the speech I think they're at least getting the gist.

The version I originally watched with English subtitles I found in this thread when this made the rounds through french Reddit a couple days ago. https://old.reddit.com/r/europe/comments/1j46edt/we_are_fighting_against_a_dictator_backed_by_a/
But yeah, it's distressing to live in a world where someone can accurately describe what's happening in the the united states and then conclude from it that the logical course of action is building up the military.

I really do pity the US in aggregate because all the old allies are withdrawing support from the country and you will only be left with the former boogeyman that is Russia. You stand alone on the world stage now (except Putin). And even if and when this ends, you're taking years and years and years of repairing those relationships.

Putin will burn him, unless he can own him. He burns just about everyone he can't control or overpower.
When TFG was a bystander or even as candidate, we became conditioned ("normalized" is the official term I guess) to his lies, bluster, and amorality. His GOP allies routinely read the cheeseburger leavings of his utterings to divine meaning, to give reassurance that there actually was some actual thought and ideas behind the ravings.
Now that he has power... the ravings have to be taken literally. There's not much filter there any more, even though his aides still try to provide after-the-fact ressurances. The world has to respond to what seems to be happening - the US will no longer be a reliable guarantor of peace and security.
Trump ambushes and insults Ukraine's president. He withholds previously-promised arms and intelligence. Russia then pounds the snot out of Ukraine. Duh? "Donald Trump says he's finding it "more difficult" to deal with Ukraine" Nobel-worthy fer sherrr.

It was one thing when the US (and its nukes) and the USSR (and its nukes) were in opposition and could conceivably deter each other. I don't think we know what happens if/when the US teams up with Russia against the rest of the Western world. One might even call it a Washington-Moscow Axis. It's also unclear to me where China (and its nukes) stand in all of this (i.e.: whether we're gonna get a full upgrade to a Washington-Moscow-Beijing Axis).

It is worth seeking out a translation if you don't speak French but regardless, especially if you are an American, you should read it. It is a call to action.

A bit of a taste:
Washington has become the court of Nero, an incendiary emperor, submissive courtiers, and a jester high on ketamine in charge of purging the civil service.posted by Ashwagandha at 10:23 AM on March 7 [8 favorites]
Never in history has a US President capitulated to the enemy. Never has any one of them supported an aggressor against an ally … trampled on the US Constitution, issued so many illegal executive orders, dismissed judges who could have prevented him from doing so, dismissed the military senior staff in one fell swoop, weakened all checks and balances, and taken control of social media.
This is not an illiberal drift, it is the beginning of the confiscation of democracy.
And even if and when this ends, you're taking years and years and years of repairing those relationships.
I don't think that's even possible in anything less than decades. Trump burning the Afghanis who helped the war effort via deportation after such a long time is showing that even if you can trust the current leaders you never know when some whack job is going to reach back a decade and defacto kill you.

This may be pure provocation, but I found the recent statement on Gaza from China's Foreign Minister to be as clearly worded and unequivocal as a person can want. And the lack of alignment to US policy and actions couldn't be more stark.
