Songkran or in other words, Thai New Year. It is celebrated in style with a nationwide, week-long waterfight, amongst other things. The main event is on the 13th, but it seems to have started in earnest about 3 days ago.
Spent the entire first week of April, 1994, soaked to the bone - and did it all over again for three days in Vientiane, Laos, where the same festival happens a few days later and is called pii mai.
DO NOT visit Thailand during the Buddha's birthday festivities if you are not prepared to be drenched by all & sundry. It's in sincere good cheer, with mile-wide smiles, but still, it gets a little old (especially after sundown when the heat leaches off the streets).
