Someone help, please: is this for real, like a public information film, or is it a parody? And what's with the whipping sound effects in the background?

Rough translation below, minus a few words whose English equivalent I'm not sure of. To begin with: "Unga" means poo.
I don't like byunbi [constipation]
I like kwaebyun [opposite of constipation]
When the sun shines, I run to the bathroom
The things I ate yesterday leave my body
Did you eat a chamwai [Korean pear]? Check! Matdongsan! [Korean snack]
Did you eat a watermelon? Check! Chocolate-chip cookie!
Did you have some milk? Check! Joripong! [Korean snack]
I don't like byunbi [constipation]
I like kwaebyun [opposite of constipation]
Good good, today I want to make
Pretty-shaped poo
Put some force into it! Check! Peanut!
Shake your hips! Check! Koolkwabaegi! [Korean snack]
Go round and round! Check! Onion ring!
Today too, be strong and push it out and excrete!
[End credit:] Until the day when everybody can start the morning with a kwaebyun [opposite of constipation] ...
Ah, the sweet smell of boundless creativity, emenating from the motherland...

Damned if it wasn't gross and yet strangely, adorably cute. I don't know what to say. My anime/Pokemon-loving teenager loved it...well, the cute little singing maggots, anyway.

It seems like a site for e-cards. This link has a list of all the different animations. With some of them called 'fart' there's gotta be a few more nuggets in here somewhere!

Coming to a DVD near you, Doggy Poo.
"Here's what: The half-hour film, shot in stop-motion animation, won "Best Pilot Prize" at the Tokyo International Anime Fair 2003 and took the Viewer's Choice Award at the 2003 Big Apple Anime Fest last August."
"Even a creature as lowly as the innocent, snow-draped piece of poop that lies sleeping, tears in eyes, on the cover of the DVD. Right below a subtitle that promises: "Sometimes dreams do come true."
The little guy is, uh, soft and brown and cuter than your average excrement. Teddy-bear cute. Which, coupled with the startling title, makes for a certain cognitive dissonance."

Koreans tend, in my experience, to be considerably more comfortable with poop (and blood and decay cruelty and all manner of icky stuff that makes many of us effete waeguk-in cringe). As a consequence, my brand of humour goes over quite well here.

the innocent, snow-draped piece of poop ...
"Ugh, gross!" People keep away from and despise a puppy's poop. Little Doggy Poo, therefore, is deserted by anyone anywhere he goes. Doggy Poo has hardly any friends and even a little sparrow and clods of soil look down on him. Having spent a long chilling winter all alone, Doggy Poo gets to meet the Hen & Chicks Family but, again, he passes by without being noticed at all.
Spring finally comes and so does a new page of life for Doggy Poo! He comes across with a dandelion and expresses his envy towards the dandelion's ability to create pretty flowers like the stars in the sky. Nevertheless, the kindhearted dandelion is the only one who realizes the true value of being a puppy's poop-it serves as manure to make a dandelion come into a flower. Even a neglected and deserted tiny thing can be something useful in its own way. Such an educational story inspire people of all ages who might think themselves to be good for nothing with pride and hope.
It certainly does give a whole new meaning to the phrase clay animation.
