This is Andy Milonakis, a guy who's like 29 and has a Gary Coleman-style growth defect. I'm not kidding. He makes silly comedic videos exploiting this fact on his webcam. He has a another video, among dozens, called "The Superbowl is Gay," which someone from the Jimmy Kimmel show picked up on and he's appeared on the show several times since.
