China to invade USA within the decade, using biological weapons to kill "hundreds of millions". On the other hand, China is a wonderful land which has given an immensely rich culture to the global community.

I think what dhoyt meant was reputable papers. Which most certainly do exist. Reading this transcript in a single marginal paper, when they claim it is not possible to verify the source, is about as good as reading it in the Onion. But not quite.
Despite the raging increase in tinfoil-hat philosophy going around the Blue these days, I think we can rest assured that a story this basic -- "Chinese Minister Advocates Genocide" -- would show up in a few major news outlets before it's in someone's blog.

It's pretty clearly a fake. I don't think even in China prominent Communists talk like this:
On the other hand, once you recognize a person as a sage, of course you will want him to be your leader, instead of monitoring and choosing him. This is the foundation of our democratic centralism.
Not to mention that the entire "ve musst vipe out America!" part is, as has been mentioned, batshit insane.

I think we need a Chinese-speaking Mefioso to find a proper debunking or corroboration of this transcript, perhaps on a Taiwanese site. It's a very weird and lengthy tract, and as unlikely as the speech is, it seems equally unlikely that the paper would risk destroying all credibility of theirs by printing such an inflammatory fake. Surely it's worthy of discussion.

Although Chi Haotian is a prominent PLA general, with stints in the Central Military Commission (i.e. collective commander-in-chief) and other non-trivial posts under his belt, he was head of the non-commanding Ministry of Defense (whose minister is usually also the Vice Chairman of the CMC), but in 2002, in a clearing of the over-70 "old guard" by incoming President Hu Jintao, he was retired. I can't find any record of him in any official post since 2003.
That isn't to say he can't have made a speech, or even that he isn't still a commissioned general in the PLA. But his role as a policy mandarin seems to have become moot, and the fact that the Epoch Times labels him "Minister of Defense and Vice-Chairman of the Central Military Commission", a post which for two years has been held by Cao Gangchuan, casts doubt on the less easily confirmed aspects of the purported speech.
I can say that while China's military is well known for any and all provocation regarding Taiwan, which it regards as enemy-occupied Chinese territory, it is much more circumspect regarding any hint of expansionism and military adventurism. They've expanded their air force, submarine, and missile defense capability by leaps and bounds, but any offensive military capability on a scale greater than littoral defense will require a move toward a supercarrier-based navy, and the People's Liberation Army Navy (sic) has missed what people thought was their intended opportunity to convert Russian carrier hulks into modern blue-water platforms (instead, they became casinos and theme parks). I really feel half this speech is made up out of whole cloth, and the rest is woven in with run-of-the-mill (for any Clausewitzian military) scenario planning, and florid CPC speechifying.

This doesn't read at all like the usual aggressive PRC chest-beating rant. E.g., the references to racial superiority don't ring true. Chinese believe they are superior due to their culture, not their race. Like the French. Also the claim they did a "would you shoot women and children" survey on sina.com is absurd. No Chinese leader would believe that that question or that website is the way to gauge popular opinion.
Clearly a hoax, and not a very good one. Except for the tone of victimization and the belief that the West is conspiring to hold China back. That's a common theme throughout China.

To quote the article:
"Nonetheless, Germany was defeated in utter shame, along with its ally, Japan. Why? We reached some conclusions at the study meetings of the Politburo, in which we were searching for the laws that governed the vicissitudes of the big powers, and trying to analyze Germany and Japan’s rapid growth. When we decide to revitalize China based on the German model, we must not repeat the mistakes they made.
Specifically, the following are the fundamental causes for their defeat: First, they had too many enemies all at once, as they did not adhere to the principle of eliminating enemies one at a time; second, they were too impetuous, lacking the patience and perseverance required for great accomplishments; third, when the time came for them to be ruthless, they turned out to be too soft, therefore leaving troubles that resurfaced later on."
While I can certainly see politicians (and armchair "experts" of many kinds) saying this, I can't see somebody with an official government military-political position saying this in a situation where we'll find it translated into umpteen pages of decent English and posted to the Internet. The Wansee conference was top secret and left no one humongous "smoking gun", Krushchev's speech on Stalin was reconstructed from scribbled notes smuggled out, and we have a Downing Street memo and not a Downing Street encyclopedia.

Those Hans got around quite a bit; for about 1000 years they were the "white people" of Southeast Asia.
Consider that gem stolen.

What is that even supposed to mean? She's of Philippine descent.
So what, the Japanese we interned were Americans. I can't believe Fungible bothered to apologize. Can I take back his apology?

That gem is what makes me think the Davy is a smart fellow. A weird way of saying things sometimes, but smart.

Can I start using Command & Conquer: Generals as a strategic model for World War III ?

Ok... some culturally insenstive remarks in this thread notwithstanding, I think we might be getting a little thin-skinned here. Malkin is notable (infamous) for her apologia/justification of Japanese-American Internment during WWII. Fungible's comment had nothing to do with her ethinicity, but was likely a reference to this.

Once its enemies aim at the mainland, they enemies would have already reached Washington before its congress finishes debating and authorizes the president to declare war.
This must be an old speech. Our government has become a little quicker on the draw these days....

Yeah, for what it's worth, that's how I read it. Made me chuckle.
Poetic justice. It's so easy to advocate internment/torture/bombing/invasion when it's someone else, isn't it?

Obviously, this is bullshit... I stopped reading that "speech" once they started discussing that retarded survey on sina.com. Regardless... Last time I checked, we still had 1,400 fire-at-will nuclear warheads... so no one's invading anyone. Also, with most of our military in Iraq and Afghanistan right now, it's just a hop, skip and a jump to China.

The Epoch Times is also handed out around Union Station here in Chicago. It's something to read on the ride home.

This may be paranoid racist ravings and mistranslated phoney documents, but there is nevertheless similar shit going on. Perhaps that's why this rubbish has got so far around the world. (That link from reputable energy industry site). See also other info on peak oil..

Of course it had everything to do with her ethnicity, and of course it had everything to do with her book on internment. If Ann Coulter would have written the book the joke wouldn't make any sense. And yes the joke was predicated on inappropriate over-generalization, because that was also a critical fault of the internment she defended.

I was considering whether to take this article seriously, so I looked at some of the other articles in the Epoch Times.
From the times when people inhabited twelve planets, there were thirteen crystal skulls left. Those inhabitants left them to people of Earth. Atlantes had left them to the Mayas. If put together, these skulls could have revealed information about our origins and how to avoid future catastrophes. Our predecessors could make them speak, their jaws could move. One may suppose that they were super-powerful computers.
I also enjoyed the headline, "Chinese Communist Party Extends Communism to Malaysia." Strange how that wasn't reported anywhere else.
