In pb's defense, they are technically not the same link (http://www.economist.com/displaystory.cfm?story_id=15108609 vs http://www.economist.com/world/international/displaystory.cfm?story_id=15108609) so there's no way it could have detected a dupe. The same thing happens when e.g. someone omits the leading www.
