The analysis of rule-following provided by the second link is truly fascinating. Some good discussion is occuring in this original post. For me personally, although the apparent transcendental power that mr. Orange Tan wants to grant the 'making of a rule' is certainly not in line with the later Wittgensteinian, his point concerning the insensibility of time-coordinated mooing can be interpreted as an argument for the grounding of the existence of rules in actual social practicability.

I am not able to stop myself, in this collective relational context known as the blue, from noticing that there is a certain Wittgensteinian family resemblance between Immanuel Kant and A Manual Cunt though I suspect Immanuel might, if he were alive, raise some transcendental objections since he was never able to know the thing-in-itself which may be why he wanted to treat others as ends rather than means.

I was never a big fan of the word practical. For me, it represents a imagination fairy land were all the philosophy classroom arguments ran off to when they had nowhere else to go.
