Context:
As part of their budget cuts, the Tories are cutting a program which provides supplemental health insurance to refugees (who do not qualify for typical provincial health insurance) on the basis that the supplemental coverage also gives some optical and dental benefits (since refugees don't typically have, you know, jobs) and regular Canadians don't get those through their healthcare. The Tories' spin is that they are "equalizing" healthcare so the refugees don't get an unfair leg up on Canadian citizens.
The result is, shockingly, a bunch of draconian cuts that has been opposed by the bulk of the medical profession, who in Canada at least like to be able to care for people properly.
Also, Joe Oliver is a douchebag, as is that hospital administrator.
