What is a MIRT? Apparently the Mobile Infared Transmitter is an Infared strobe that will instantly change many widely installed traffic signal control systems from Tomar and 3M to an instant green. Can't afford the real deal at $300? This place will sell you plans to build your own for $9.95. The kicker is it is currently legal to use most anywhere. Trusting security through obscurity, few if any communities have legislated against this device.

Municipalities are understandably worried that they will either be facing expensive retrofits or exploring the "intersection as DMZ" paradigm, regardless of the devices future legal status.

I searched the archives for MIRT, and tried to search for this news with other combinations of descriptions, but struck out.

It'd be interesting to see how they'd outlaw these devices and not say HP48SXs, Palm Pilots, and iPaqs which all have the ability to transmit arbitrary IR signals.
