Sounds clever, but I'm not sure I get the actual application. Thousands of planes land in the US every day, so one more carrying drugs may not scream "search me." Similarly with speedboats and container ships.
But how many submarines pull up to piers in the US every day and start unloading innocent cargo? Sounds like a good way to get a lot of attention fast.
Not to mention the suicide factor once the US caught on. Trying to drive a submarine past the Navy's submarine base in San Diego would be patently stupid.

Well, they could use some older navy tactics: drive the submarine below a ship. Actually, if the ship is a conspirator, they wouldn't even have to man the sub; they could tow it or remote-control it.
As for unloading: do you think they have to unload at a pier? how about a beach? Am I the only one here that watches the History Channel? :-)...
