On a quick topic-drifting note, that bulletin board could benefit from some nice line-height attributes in their css. All those words mushed together are extremely hard to read.
And back to the subject, who knows. It could be someone dressed up in a costume. It could be completely faked. Some people out there have amazing artistic ability, and even more so when it comes to computer graphics and photo editing.

That's a really weird looking picture, but somehow I always thought Satan was a bit... well... *cooler* looking than that. That's a credible minor demon, frightening in its own way, but it doesn't have the stark, ominous terror I would expect from the Prince of Darkness himself.
