Didn't some historian once say Imperial China was a "Hydrological Dictatorship"? Flooding and silting up of rivers have always been a major problem in China. With projects like the ridicoulous north-to-south water transfer project, I think the CCP could be the next dynasty to fall because of untameable waters.
