That dog wasn't acting aggressively, it's body language says that it was having a fun old time treating the car as a giant tug of war opponent. It's a Very Bad Dog but it's not being aggressive. It probably thought there were no people around to see what he was doing.

It's awesome when your hometown makes MetaFilter. Apparently, the cops did try tasers and pepper spray on the dog, and I'm really surprised they didn't shoot it or have it immediately put down.
