Does Time Magazine think Americans are stupid? While readers in Asia, Europe, and the South Pacific—really, the rest of the Time-reading world—confront a serious profile about Italian Prime Minister Mario Monti and his role in the euro crisis, Americans are in for a special treat: a cover story called “The Surprising Science of Animal Friendships*.” (The asterisk leads to a footnote at the bottom of the cover that says, “BFFs are not just for humans anymore.”) With not one but two adorable dogs against a hot-pink background

Time's international audience is much different than its domestic one. Here, Time is one of the lightest newsmagazines on offer, second only to Newsweek - abroad, especially in non-English speaking countries, it's by definition only read by elites. In short, Time's foreign readers are smarter than its domestic ones, and presumably they have reams of market research bearing that fact out.
Also, in a time when print magazines are going belly-up left and right, it seems awfully petty to fault them for not prominently featuring fairly challenging and arcane content. After all, the Euro stuff is still in the magazine, just not on the cover, right?
