I honestly cannot tell if this is a joke, parody, or real.
Sufficiently inexpensive CGI VFX production has basically collapsed the partitions between these.

I would call this effort insufficiently expensive production. Current FPS games are rendering better monsters in real time.

Tokyo wasn't in the budget. It's attacking South Florida where everyone inexplicably has vague Caribbean accents, where it won't even be the strangest animal attack that day.

According to IMDB, this was originally supposed to star Corin Nemec, but he was seriously injured during filming. So instead of Parker Lewis vs. Underwater Dinosaur, they got the White Lighter from Charmed. Downgrade.

Eviemath, the filming locations I recognized are all in the "Fort George Tourism Zone", which is usually brimming with white folk fresh off the cruise ships. There's no shortage of them on most of the local cayes either, locals and visitors alike.

I liked it when they mirror-flipped the F-16s for whatever reason and just didn't give a shit that the one in the foreground had huge lettering noting the 60th anniversary of the Wisconsin ANG (motto: The Terror of the Caribbean?). Because not giving a shit is cheaper than spending an hour looking for stock footage of F-16s actually pointed to the right.
