null terminated : I think it's Ruby on Rails. Which doesn't really answer your question, but I don't think it's a CMS.

Seems like a product spinoff of HSX. It's fun for the marketing types and those looking to datamine, but the curve for products is probably too predictable compared to real exchanges..
